Just got it working using the hotspot method! Make sure to turn Maximise Compatibility on in the hotspot settings, thats how I got it to work 👍

Believe me, i tried everything like this, apps, websites everything but the only thing that ever worked for me is Discord streaming although the free account without nitro only allows you to stream 720p 30fps but that's more than enough for watching on phone. if you wanna stream 1080p 60fps then you need discord nitro
